山东省农机合作社运营机制的综合评价——基于层次分析法

摘要： 山东省农机合作社的发展过程中存在着运营机制不完善等问题，对合作社运营机制的各个组成部分进行综合评价，有利于了解运营机制各个部分对合作社运营机制整体的影响程度。为了评价农机合作社运营机制各个部分对整体的影响，通过采用层次分析的方法，将合作社的运营机制分为内部和外部两个方面，并具体划分了12个二级指标和33个三级指标，研究各个指标对目标层权重的影响，然后进行分析评价。结果表明，内部运营机制相对于外部运营机制而言对农机合作社运营机制的影响要重要的多，其中利益联结和分配机制最为重要，在外部运营机制中合作社与市场的联结机制这一指标最为重要。通过试验研究得出要优化农机合作社的运营机制，最重要的是对利益联结和分配机制、治理机制、和管理机制的优化。

Abstract: In the development of agricultural machinery cooperatives in Shandong Province, operating mechanism is not perfect. Comprehensive evaluation of various components of the cooperatives’ operating mechanism is helpful to understanding the influence of each component on the whole operating mechanism. To evaluate the influence of each component on the whole operating mechanism, by using hierarchical analysis method, the author classified the operating mechanism into two aspects: internal and external. Then the author specifically defined 12 secondary indicators and 33 three-level index, studied the effect of each index on target layer weights and conducted the analysis and evaluation. Results show that comparing with external operating mechanism, the internal operating mechanism is much more influential, and the interests connection and distribution mechanism is the most important; while in the external operating mechanism, the connection of cooperatives and market is one of the most important indicators. In conclusion, to optimize the operating mechanism of agricultural machinery cooperatives, the most important thing is to optimize the interests connection and distribution mechanism, governance mechanism and management mechanism.
