基于层次分析法的建设用地节约集约效益研究

摘要: 以商丘市各县区为例,通过选取不同角度的评价指标,分为利用强度、增长耗地和产出效益3个准则层,建立多因素综合评价法模型,将极差标准化法和层次分析法相结合,应用到数据处理中,提高计算准确性,以期为节约集约评价提供参考。结果显示,商丘市下辖9县区建设用地节约集约利用水平不一,得分区间位于0.1~0.7不等,经济发达地区的建设用地节约集约利用水平整体优于经济发展条件较劣的地区。其中,梁园区、睢阳区和永城市节约集约水平较高,接近0.7分,虞城县、宁陵县和民权县利用水平较低,最低仅为0.18,提升空间广阔。

Abstract: By choosing evaluation indexes from different angles in Shangqiu, a multi-factor comprehensive evaluation model was established, the standardization of differential method and the analytic hierarchy process (AHP) were applied to data processing, to improve the accuracy of calculation and provide reference for the economical and intensive evaluation. The results showed that: the level of construction land economical and intensive use in Shangqiu was uneven; the score ranged from 0.1 to 0.7; the utilization level of developed areas was better than that of the areas with inferior economic development conditions, economical and intensive level of Liangyuan, Suiyang and Yongcheng was higher, whose scores were close to 0.7; the utilization level of Yucheng, Ningling and Minquan was low, the lowest score was only 0.18, there was a great room for improvement.
