新疆农田防护林防风固沙服务功能价值核算

Evaluation of Ecosystem Service Value of Farmland Shelterbelt on Wind Prevention and Sand Fixation in Xinjiang

摘要: 研究农田防护林防风固沙服务功能的价值对于新疆农业的发展和生态环境的保护具有重要意义。运用市场价值法、影子价格法等,对新疆2007年和2011年农田防护林防风固沙服务功能价值进行了核算。结果表明,2007年和2011年农田防护林防风固沙服务功能的总价值分别为73.50亿元和128.08亿元,防风固沙价值中起主要作用的是防护林的防护价值;新疆农田防护林林产品及防风固沙总价值年均增加17.650亿元。其中,防护的价值增加最大为8.240亿元,其次为固沙、林产品分别为5.405亿元、4.005亿元。防风固沙服务功能价值在农田防护林中贡献巨大,应该尽快建立市场补偿机制和完善生态服务功能价值评估方法,促进农田防护林从生态型向生态经济型转变。

Abstract: Evaluation of ecosystem service value of farmland shelterbelt on wind prevention and sand fixation is of vital importance to regional economic development and ecological environment protection. In this case, service function value of farmland shelterbelt on wind prevention and sand fixation in Xinjiang from 2007 to 2011 was evaluated by applying methods including market price and shadow price. Results showed that the total ecological service function value of the farmland shelterbelt in 2007 and 2011 was 7.35×109 yuan and 1.28×1010 yuan, respectively. The soil protection value of farmland shelterbelt played a major role in the service function value on wind prevention and sand fixation. The increase of total ecological service value of farmland forest product and wind prevention and sand fixation were 1.765×109 yuan. The soil protection value was the largest (8.24×108 yuan), followed by sand fixation value (5.405×108 yuan) and forest product value (4.005×108 yuan). Due to the fact that the ecological service function value of the shelterbelt on wind prevention and sand fixation was tremendous, it was suggested that ecological service market compensation mechanisms and perfected evaluation method of ecological service function value should be established as early as possible, so as to transform the shelterbelt from ecological style to an ecological and economical style.
