摘要：

中国农村的贫困问题依然存在，并成为新农村建设的一大障碍。当前，中国农村贫困治理存在着相对贫困问题突出，贫困人口返贫率高，实际贫困人口数量较大等问题。为此，必须大力发展农村教育，改革户籍制度，打破二元社会结构，建设传递机制，完善农业金融立法，加大对农业农村农民的资金支持力度，把土地处置权上升为土地资本功能，发挥贫困地区剩余劳动力优势，完善监督机制。

Abstract:

China’s countryside impoverished question still exists， and becomes the new rural reconstruction a big barrier.Presently， our country countryside impoverished government has the relatively impoverished problem to be prominent， the impoverished population returns poorly rate is high， actual impoverished population quantity is big and so on the questions. Therefore，Must develop the rural education vigorously, the reform lateral economic ties, the break dual society structure, the construction transmission mechanism, the perfect agricultural finance legislation, enlarges to the agricultural countryside farmer's fund support dynamics, the land right of disposal rise for the soil capital function, the display poor area surplus-labor superiority, consummates the surveillance mechanism.
