试论村户代表会议制度构想

摘要： 随着我国工业化进程的迅速推进，我国农村人口大量向城市流动，加之我国现行的严格户籍管理制度对村民民主权力行使资格的限制。致使农村出现了居民所在地与其民主权利行使地域的分离。这对建立在农村直接民主基础上的村民会议制度形成了极大的冲击。为了解决这一危机，我们提出用村户代表会议代替村民会议作为村民自治的权力载体和核心。本文从村户代表会议制度的必要性、村户会议制度的可行性以及村户代表会议制度的设计三个方面展开论述，说明建立村户代表制的合理性。

Abstract: With the advance of Chinese modernization, villagers migrate into urban. Household registration system restrict qualification of villagers’ democracy power additionally. This separates some villagers’ inhabitant from their democratic power. This strikes the system of villagers assembly found on pure democracy. We will make this crisis the committee of household delegate Substitute villagers assembly. This text demonstrate rationality of The committee of household delegate from its necessity, feasibility, frame.
