Abstract: Our Party must maintain the interests of peasants, who hold the most part of Chinese people, because the aim of CPC is to “build a party for the interests of the people , assume power for the people”. In order to keep peasants’ income increasing continually and steadily, we must proceed from height of the overall situation and strategy, understand the new situation that the peasants facing to increase income objectively. We must construct an omni-directional system from three levels, they are the inner part of agriculture, the inner part of countryside, and the outer part of countryside.
