Abstract:

Family planning is China's basic national policy ,which ensure population and economic resources to achieve sustainable development. Through the historical review and comparative analysis, we believe that the mandatory birth control based on the high-handed policy, although they have achieved the purpose of controlling the rural population over-growth, seriously have damaged the ralations between party and farmers; voluntary birth control policy, which is based on fertility of farmers ideas improved and higher levels of economic and social development ,which is difficult to produce expected results in the current moment China, it will lead to a misunderstanding of farmers,and lead to a new round of small peak fertility; Therefore, Inducement birth control policy that "reward-based, supplemented by punishment", the practical benefits by building a better social security system step by step can guide farmers consciously controlling birth, finally achieve the Coordinated development between population、economy and society.
