Abstract:

Natural disaster response is a complex and systematic project. In order to achieve In order to strengthen collaboration of disaster response between the relevant departments of grass-roots government and improve the efficiency of grass-roots disaster response, the author studied to build collaborative disaster response platform of grass-roots government through documentary research, questionnaire survey method, model method and other methods. This study drew the main reasons for the grass-roots collaborative disaster response platform lagged behind were grass-roots computer and internet penetration was low, the low level of knowledge of grass-roots personnel, and grass-roots disaster response information systems lagged behind. In addition, this study presented an idea of building a grass-roots collaborative disaster response platform, and in accordance with the idea to build a model of grass-roots collaborative disaster response platform. In short, building a collaborative disaster response platform could improve efficiency of grass-roots disaster response and reduce the grass-roots disaster losses.
