Abstract:

People regard food as their prime want. Food is a very important strategic resource, food safety is related to national security. Song liao basin is the important commissariat basin in China, assuming national food production.The article is based on the grain production data at Song liao basin in 1986-2008, uses the non-parametric malnquist method, analyzes allocative efficiency of resources at song liao basin, variation characteristics and the main restriction factors. The results show that input factor has not been fully utilized, technical efficiency change rate is relatively low and that scale efficiency is the restrictive factor from corn production resource allocative efficiency. So The measures should be as follows: 1)to advance technical progress to raise technical progress rate of gain produce, 2) to normative the behavior of land sublease and to Accelerate the transfer of rural labor force，to raise the productivity and the allocative efficiency of grain resources, that food security is guaranted ultimately.
