Abstract: Global marine oil spill accidents occur frequently, which have become the important restriction factors to affect the economy development, ecological balance, social stability and development. In view of this, establish a set of comprehensive, systematic marine oil spill loss evaluation system is very important. On the basis of previous studies, the marine oil spill losses are divided into direct losses and indirect losses. This paper established the evaluation indexes and provided the monetization assessment models and methods. Use the market price method, questionnaire method, replacement cost method, the results refer method, carbon tax method, shadow engineering method and restoration cost method and so on to establish this assessment system. On the basis of building a comprehensive, systematic assessment system of marine oil spill, the marine oil spill damage can be effectively monetized and we can provide the suggestions for the following marine oil spill compensation and improvement of emergency response capabilities.
