Abstract: The paper adopted survey of 5557 households in 21 counties where population of migrants surpass that of local residents, which carried out by team of “research on social management“, Center of Research and Development, State Council. The aim of survey was to learn about availability and quality of public service for migrants and analyze their requirement, quality of life and feeling. The survey showed that, the characteristic of migrants living in area where population of migrants surpassed that of local residents was similar with the total migrants. And their average income was lower that urban residents’ per capita disposable income. They were facing bottleneck for human resource upgrading and remained under high strength work condition. It is not optimistic about availability and quality of public service for migrants and less communication with local resident limited migrant individual development in social society. In this circumstance, they still had a strong desire to integrate into the local community.
