Abstract: In order to reflect and measure the potential of the research area’s land utilization quantificationally via the consolidation, constructing the index system of potential evaluation, to use for reference and guidance in the cultivated land consolidation subsequently. The author selected the Delphi method to analyze the new arable land’s potential in the Xuhuang Gully Watershed of Yupan Village in Wushan County’s land consolidation, it’s based on the selected contestant factors to determine the weights, and then according to the appropriate degree of evaluation factors, to evaluate the quality of arable land.
