Abstract: In order to assess the scientificity of land rearrangement planning and guide the process as well, with land rearrangement planning to Yitong Manchu Autonomous County, according to the actual situation in Yitong Manchu Autonomous County, with analyzing from natural effects, economic effects and social effects, the author set up a scientific evaluation index system of comprehensive benefits impact assessment. In the meantime, using the analytic hierarchy process (AHP) to assign every index, the author evaluated how much comprehensive benefits had changed after the land consolidation. The results showed that: (1) after the implementation planning, the score of nature affect was 0.2998, the economic impact score was 0.5400, and social impact score was 0.1565, and the score of comprehensive influence was 0.9663; (2) which was 0.1123 higher than the planning initial year. All proved that land consolidation had a certain improvement effect on environment. Hence people could gain scientific basis and the reality of security from implementing the comprehensive benefits of land rearrangement planning effectively.
