Abstract: On the basis of such spatial development strategy as‘one core, one axis, and three economic zones’, the author provided scientific evidence for both acceleration upgrade of industrial structure and optimization of economic structure by building up comprehensive development index of production factors and technical level for county economy and dividing Guanzhong- Tianshui economic region into different comprehensive zones. Comprehensive evaluation of regional economy taking counties as units in the study area was made by principal components analysis; tendency of industrial agglomeration was calculated by Krugman regional specialization index and location quotient; while the economic region was delimitated into five zones according to hierarchical clustering and GIS spatial analysis. Finally some suggestions were put forward on how to promote regional specialization and integration, and to coordinate regional development in the five zones divided.
