Comprehensive Benefit Evaluation on Black Soil Water Conservation Based on DEA:A Case of Heilongjiang Province

Abstract: Since 2003, the state has implemented a number of soil and water conservation projects on black soil, so it is necessary to evaluate the implementation of the projects. By using DEA model, this paper evaluated the overall efficiency of soil and water conservation projects on black soil in recent 10 years in Heilongjiang Province, and obtained the result of integrated effectiveness, technical efficiency and scale efficiency of economic benefits, social and ecological benefits. The results showed that the overall efficiency of soil and water conservation is good and the stability is high for the years, but has not yet reached the optimal state. Finally, according to the results of the evaluation, this paper proposed recommendations, such as, increasing farmers’income and optimizing resource allocation.
