Abstract: Since the reforming and opening, the transformation and application of agricultural sci-tech achievements in Shaanxi province have gained great progress, but there are still many problems, such as, lower transformation rate, inadequate fund, backward system of origination, changeful popularization groups and lower-knowledge-level farmer. Through analyzing the opportunity for progress and the facing barrier, this article gives some countermeasures and advices, Which are to establish scientific and reasonal safe guard system of policy and law, build the substantial basis of sci-tech innovation, introducing varied popularizing-system, practice efficient and agile running-system, exploit diversiform systems of investing and absorbing capital mainly based on the government and organize efficient and capable popularization group.
