Abstract: Being the uppermost productive material and the most direct object for farmers, cultivated land resources not only is one of the basic factors consisting of the comprehensive ability of crop production, but also is the foundation and guarantee for implementing crop security in China. Based on the analyses of present situation of cultivated land resources and the possible trends of decreasing in recent years, it pointed that the main reasons causing the conversion of cropland to non-farm uses were urban expansion blindly, laws for soil management lagged behind, benefit driven and inefficiency in supervising and executing laws.
