Abstract: Agriculture science & technology assessment is a kind of special consulting and evaluating to the science & technology policy, plan, developing area, project, achievement, institution and so on, which according the mandatory’s object, with plenty of objective facts and date, obeying the principle and standers, with scientific and feasible method, by special assessment societies. The orders are reducing the optional and haphazard decision of agriculture science & technology, and distributing the agriculture science & technology resource effectively and emphasis. With the opening and objective standard, the result of the assessment can create the democratic, equal and competitive agriculture research environment. Agriculture science & technology assessment has 9 functions and obeying 8 standards. Now, the main problems of the agriculture science & technology assessment are: emphasis on the head and the end, but without the procedural testing or global evaluating; without the definite position; the neutral assessment system is necessary; and the evaluating ability needs increasing. The suggestions are: positive the standard rates of the science & technology assessment; establishing and completing the administration system and normalized processing of the science & technology assessment; establishing and completing the supporting system of the agriculture science & technology assessment; educating the human resources of the agriculture science & technology assessment; reinforcing the index system and method of the assessment considering the present agriculture science & technology status; global evaluating; establishing and completing the incentive system of the science & technology assessment; establishing the agriculture science & technology assessment system with the international standards.
