Abstract: In order to find out a reasonable method to divide land expropriation section, provide easy operation for the implementation of land expropriation section comprehensive price and built a fair land safeguard mechanism for compensation system, the author took Gushi County of Xinyang as an example, using the method of multi-factor comprehensive evaluation and comprehensive judgement, designed and analyzed the projects from 3 aspects: all township administrative region, key township administrative region and urban builtup areas. The results showed that the third project was more equal and efficient, had relatively small number of land expropriation section, and overcomed the weak point of the same land with different price. The results also showed that in the process of region land partition, except scientificity, it was also necessary to have fair and reasonable management practices and protect famers’ rights and interests.
