Abstract: This paper proposed advices on intellectual property right creation, management, protection and application to solve problems occurred during the development of intellectual property right in technological innovation in Xinjiang. First of all, by comparing the relations between technological development trend and intellectual property right in Xinjiang and other provinces, the author introduced the concept of “competitiveness of intellectual property right in technological innovation”by employing scientific theories and methods as well as the existing research achievements. Secondly, the author studied the present issues, strategies, goals and countermeasures of intellectual property right in technological innovation in Xinjiang through intensive analysis and evaluation. The author found that there were some problems about intellectual property right in technological innovation in Xinjiang that needed to be solved to meet the requirement of promoting independent innovation and building an innovative Xinjiang. Lastly, the author not only proposed the strategic objectives and strategic priorities of intellectual property right in technological innovation in Xinjiang, but also put forward suggestions such as innovating science and technology management system and mechanism, realizing innovation breakthrough of intellectual property rights, speeding up the construction of technology innovation ability of enterprises, organizing the implementation of major science and technology projects and strengthening the construction of science and technology innovation platform.
