Abstract:

The implementation of agriculture preference policies was investigated by interview and questionnaire survey. The investigation of preferential agricultural policies included the farmers’ understanding of the policy, overall satisfaction rating, the implementation of the organization and implementation costs, expected demand, information dissemination and feedback and so on. It was found that the basic preferential agricultural policy had been spread, farmers were satisfied with the implementation of the policy, and the farmers’ living conditions had been improved greatly. However, there were still some problems in implementing the policies, in order to improve the fulfilling achievements of agriculture preference policy, it was necessary to construct modern propagating system with local characteristic, transfer plural-center administration structure to government-folk structure, to emphasize the carrying on the policy which farmers really need.
