Abstract:

The period of ‘twelfth five-year’ is the key time of overall construction of comparatively well-off society and the critical period of deepening reform and further changing the pattern of economic growth. Balancing urban-rural development is the guiding principle and the core of policy system as an important way of changing the pattern of economic growth. Starting with the connotation of balancing urban-rural development, the author analyzed the situation, problems and the sources which the rural resources must face. Finally, the author put forward some related countermeasures in response to reform the traditional enterprises, execute a rural clean-up project, adjust agriculture industrial structure, advance clean production methods in agriculture and scientifically raise peasants and cultural quality.
