Abstract: The paper points out three important factors: capital, labor resource and organization management, which would restrict the development of farmer’s economic organization if it has no efficient supply. The paper puts forward that to develop farmers’ cooperative organization need the institutional space and cooperative Environment and only strengthen these supplies could survive and develop the cooperative with Government’ support, institutional criterion and modified it. China is during market reform and social transformation，we can adjust the relations of production and its organizational structure, conceive adaptable cooperative, strengthen the fabric of itself and competitive outside, lessen the negative effect from the outside environment. It can increase the farmers’ income and promote the rural sustainable development by those measures.
