Abstract: This paper analyses the unhealthy consequences in agricultural development bank if one of its properties is only emphasized and the other one is neglected in the course of management, which based on the elementary discussion about the relationship between its policy and finance characteristics. In conclusion the article brings forward the certain basic suggestions on how to organically unify its dual nature.
