Abstract: Dry-land agriculture region is the not enough development area in South Mountainous Area of Ningxia. the environments are terribly asperity. Farmer is very destitute. according to the request of the comprehensive development of western in china, the important task is to protect ecological environments and realize the development of society economy and ecology regeneration together for a long time in this area. Facing the aims of well-to-do life and the request of agricultural modernization, it is strategic choice of economy development which to develop the ecological-economy agriculture by “company group + Farmer” in this area.
