Abstract: In order to discover the dilemmas and put forward some reasonable suggests of the development of sugar industry in China, this paper teased production, consumption, import and export of sugar industry firstly, then it analyzed the existing problems: increasing gap between production and demand, increasing import dependence, higher sugar production cost and less perfect regulation policies. In view of the above questions, this paper proposed the following countermeasures: decreasing sugar crop production cost through large-scale cultivation and high-quality varieties, reducing the production cost of sugar enterprise by introducing modern enterprise management system and so on, and strengthening macro-control on sugar industry by reasonable price, legislation, import and export, subsidies and other measures, to promote the stable development of China's sugar industry and enhance its competitiveness.
