Abstract: Regarding the industrial development of higher education as background, the development situation at present and its restricted elements of higher education in China were probed into in this paper. Then it was presented that creation in science and technology were base, guarantee and power in industrial development of higher education, and the impartment elements were creation in system, management, mechanism and cooperation of teaching, research and production.
