Abstract: Abstract: This article firstly analysed the cause of lightning disaster and its influence, expounded that with the new countryside’s construction-especially the rapid development of new villages and township enterprises, the damage and social influence caused by lightning will become more and more serious. Then proposed a specific warning proposal and methodical emergency response in designing lightning disaster early warning system. Based on conception of public management, meteorological administration which is considered as one of government crisis management department, must complete countryside’s meteorological disaster early warning system including lightning warning, according to the principle of scientificaalness、legitimacy and cooperativity. The emphasis is that, to legislating The Regulations on Prevention of Meteorological Disasters as soon as possible, have to standardize the allocation of lightning detection system with Meteorological as the principal part, then construct a comprehensive lighting inspection system at a higher level through overall planning, which is not only implement the idea of “public meteorology, safe meteorology and resource meteorology”,but also contribute to improving the whole ability of disaster prevention in countryside.
