Abstract: Through the author 's research in rural areas' of Dongting Lake area, found that many rural areas are of laking of industrial structure'feature, the level of infrastructure is undeveloped, the custom is fall behind,the democratic system isn't perfect and so on. In this paper, we take "production development, well-off life, civilized rural wind, the village of clean, the management of democracy"for the constructive goals, deep thinking of the Dongting Lake region 's build a new Central rural technology civilization, material, spiritual, ecological civilization and political civilization, and so on the"Five civilization ",and proposed the concrete measures of the "five civilization".
