On the Behavior of the Isolated Farmers in the Rural Community Conflicts and the Efforts that may Contribute to the Isolated Farmers’ Participation

Abstract:From the perspective of participating the community affairs, there have been three farmer groupings such as the core, the semi-isolated and the isolated farmers. The isolated farmers have not-opened, silent and other characteristics that make them adopt passive tactics such as avoiding, catering to, “resisting” and mediation in the rural community conflicts. To begin with, the community manager should pay attention to the isolated farmers, to care them, to create the atmosphere of security for them, which will make them get out of themselves and build up their confidence in rural community conflicts. Secondly, we should formulate the system of the deliberative democracy and concentrate on the institutional improvement of the residents’ participation. Thirdly, we should culture the communication skills and capacity of the isolated farmers in the community conflicts.
