Abstract:

To promote the development of agricultural water-saving techniques, we must strengthen the finance and insurance support. Through the analysis of the status in the promotion of agricultural water-saving techniques and the situation of financial and insurance support, we found that although some achievements have obtained, there are still some problems of the imperfect financial system, the ineffective support measures at banks and finance, the slowing growth at the number of agriculture-related loans, the low level at financial services, the less agriculture-related insurance institutions, the small insurance coverage, and the weak ability of risk transfer. To support agricultural water-saving techniques, we should make some innovation in the financial system, the support measures at banks and finance, the raising amount at the agriculture-related loan, the service efficiency at finance, the development of corresponding risk insurance for local risk transfer and reinsurance for regional or international risk transfer.
