    Characteristic and Countermeasures for Control and Prevention of Multiple Area-pollution in Agriculture

    Traditionally, the point source pollution was considered as the main pollution source of surface water, however, the multiple area-pollution has become more and more devastating due to the development of agriculture production and for the point pollution has been fathered well in recent decades. What’s more, the multiple area-pollution has been identified as a major environmental problem.In this paper, the character, the approach, the pollution proportion and the general situation of the agricultural multiple area-pollution were studied, and with the case in Dianchi and Taihu, the successful ways and means of survey, inspectability and control and prevention were introduced. Meanwhile, the countermeasures for control and prevention of multiple area-pollution in agriculture were suggested in Chaohu.

    Research on the Rural Human Resources Development Based on the Platform of Imbark Park of Taiwan Farmers

    Development of imbark park of Taiwan farmers provides rural human resources development with a new platform. Imbark park of Taiwan farmers in Fujian seizes opportunities, makes use of advantages, follows the main line of the transformation of scientific and technological achievements, has become the new position of accelerating agriculture extension, new platform of stimulating peasant employment, new way for rural women to achieve self-development, new way to raise farmer organizational level, and new source of developing rural economy. At the same time, continuous improvement of imbark park will be faced with constraints from aspects of policies, systems, markets and so on, which needs government to increase supports, to strengthen training work propaganda, to advance the combined training mode, and to develop new industries to solve problems encountered.

    Agricultural Supply-side Structural Reform: The Connotation, Perspectives and Main Task

    The connotation of agricultural supply-side structural reform is to promote structural adjustment through reform, and to solve the supply problem in structural adjustment way. Its goal is to make quantity, structure and quality of the agricultural supply more adaptable to the natural ecological requirements and more in line with the consumers’demand, with a rational and effective supply of agricultural products. To push forward agricultural supply-side structural reform, the bottom line of grain self-sufficiency and absolute grain ration security must be hold, the transformation of agricultural development mode must be accelerated, the quality, efficiency and competitiveness of agriculture production must be improved, and the market-oriented conception based on all food, whole industry chain and green ecology must be established. Its main task is to reduce inventory, to lower the cost, to bolster areas of weakness, to optimize capacity of foods, to strengthen ecological protection, and to promote the reform. At the same time, the agricultural and rural policy system should be improved, such as financial subsidies, price support, trade protection, finance and insurance services, rural resources and assets management and so on.

    Accelerating agriculture’s modernization and internationalization process is an important strategy of Chinese agriculture’s development in the 21st century. The transition from traditional agriculture to modern agriculture worldwide is divided into four stages, namely, the period for investment in agriculture, the period for agricultural resources’outflow, the period for the integration of agriculture and macroeconomic, and the period for feeding agriculture. The four stages theory in lnternational agricultural development reflects the process of agricultural modernization, that is, in a transition process from the traditional business module to modern business module within a country. In the comparative analysis perspective, this paper attempts to use the four stages theory to understand the current stage and the main features of China's agricultural development of countries in recent years to understand a series of strategies and policies which have been implemented to support and benefit rural households, and to understand the long-term goal Agriculture for Development better.

    The paper aims to analyze research progresses of soil enzymes in China and abroad, and summarize the role of soil enzymes in carbon and nitrogen cycle in agricultural ecosystem, in order to provide reference for agricultural production. Soil enzyme is a kind of protein that could catalyze biochemical reactions. It plays an active role in catalyzing non-exclusive organic substances, organic substances and certain mineral compounds into a variety of nutrient substances and some useful elements that could promote the growth of vegetation, and has an active effect on the development of agricultural ecosystem. At present, soil enzymes have been used as important indicators of soil carbon and nitrogen cycle, and the process of nutrient cycle in soil could be reflected by the change of enzyme activities.

    The cassava is the third of tuber and root crops except for sweetpotato and potato in Fujian Province. The article introduced the cassava of origin and distribution, production and utilization at home and abroad. According to the development status of cassava, the article also analyzed and evaluated the feasibility of the cassava industry in Fujian Province and gave some suggestions:first introducing and applying new varieties,improved variety system of cassava ;second introducing high yield and cold resistant cassava varieties,enlarge planting bound;third instituting culture high yield techniques of cassava in Fujian;fourth discussing the comprehensive utilization ways of cassava.

    Guangxi is at the site of southwest of the border region, which is the collection old, few, side, the mountain, poorly in a body autonomous region. Guangxi is one of western area 12 provinces, the area, or cities in our country. The Guangxi agriculture holds the important status in tropics and subtropics agriculture with characteristics in our country. The Central Party Committee and the State Council take continuously highly to the agricultural development of Guangxi. In recent years, a series of correlation policy has been appeared, which plays a vital role to impelled the development of agriculture in Guangxi Province. When enters the “Twelve-Five” period, the Guangxi agriculture is facing the recent good development opportunity. In particular, the establishment of “Chinese-Association of Southeast Asian Nations free trading area”, which has brought the rare historical opportunity to develop the export-oriented agriculture for Guangxi. In the “Eleven-Five” period, the huge achievement had been obtained in Guangxi agriculture. At Present, many problems are facing in the development of agriculture in Guangxi. For example, the crops output is low, the potential has not been able to display; the soil degeneration is serious, the production environment changes poor; the agricultural foundation is frail, the growth potential is insufficient; and the agricultural science and technology is backward, support ability is not strong. At the “Twelve-Five” period from now on and even in the future quite long time, in order to realize the development with good and fast in agriculture in Guangxi Province, the following developmental strategy have to be implemented: open strategy, mpetus strategy, promotion strategy and low-carbon strategy.

    In order to effectively improve the agriculture level and contribution of dry land water saving farming in Shanxi province, Taking dry land water saving farming as research background, this paper analyzed the current situations and existing problems in agronomic water saving and agriculture machinery equipment domain concerning dry land water saving farming in Shanxi Province, made clear the main bottleneck restricting dry land water saving farming, and put forward the strategic measures to further development. This study has important significance to dry land water saving farming and agricultural future development in Shanxi Province.

    The Overview of Eco-agriculture with High Efficiency

    From the purpose, content, characteristics, principles, patterns and technology of eco-agriculture with high efficiency, the theory and practice of eco-agriculture with high efficiency had been analyzed generally and systematically. The results showed that: (1) the concept of eco-agriculture with high efficiency was purposed in 1991 in China; (2) Eco-agriculture with high efficiency emphasized on the ‘high efficiency’, ‘ecological’ and ‘combine’; (3) Eco-agriculture with high efficiency had a lot of characteristics with more organisms, good environment, good structure, strong function, good quality, high efficiency, low-carbon emissions, and sustainable development; (4) The principle of the eco-agriculture with high efficiency with the increasing of output and efficiency lay with full use of land, three-dimensional use of sunlight energy, excess use of seasons, multi-layer use of moisture, high efficient use of fertilizer, symbiosis and complementation among organisms, ecological disaster-reduction, and recycling use of agricultural resource; (5) The typical modes of eco-agriculture with high efficiency were these: the three-dimensional use of agricultural resource, the type of biological symbiosis among organisms, the conjunction type of conglomerate, the type of the industrial extension, the technology-driven type, the type of the environmental improvement, the resource recycling type, and the type of the leisure travel; (6) The key technologies of eco-agriculture with high efficiency were these: the resources saving technology, the irrigation and fertilization regulating technology, the biological soil improving technology, the disaster prevention and reduction technology, the resource comprehensive utilization technology, the soil and water conservation technology, structural adjustment technology, the new energy development technology, the valley harnessing technology, and the current modern new high technology.

    The effective division in bidding and tender for agricultural construction projects

    A full tendering procedure contains mainly six parts, namely, bids, tenders, bid opening, bid evaluation, bid winning and contract signing according with the tendering and bidding law of People's Republic of China, including agricultural construction projects. Agricultural construction project is more extensive in arrangement of constructional content and more divisions of bidding and tender than the regular construction ones. So it’s crucial to operated in a scientific, rational, legitimate and realistic way to guarantee its success in every detailed process. The bidding package related perspectives of laws and regulations, project technology, fully potential competition of bidders, tender cost and evaluation were discussed in the present study. We are expecting to find a specific manifestation and effective principles and criterions in tender division based on the specific cased we used, and provide references to professionals for bidding and tenders in agricultural construction projects.

    Effect and Problems of Pushing the Construction of New Countryside Forward by Distance Training

    Abstract: The farmers are the ultimate application persons who change the agricultural science and technology into productivity. The distance training on rural practical technology can increase the efficiency of farmers’ applying the agricultural science and technology. After the Survey of the present situation and effect of distance training on rural practical technology in the south of Fujian Province, the authors narrated the remarkable success of bringing about a great advance in the industry of characteristic agriculture, the industry of no pollution vegetables, the industry of methane technology, and the remarkable success of promoting the construction of new countryside, promoting the transfer of rural labor, promoting the farmers to increase their incomes and become rich by distance training. And the urgent problems which existed in distance training were analyzed. The countermeasures and suggestions of counteracting the distance training’s weaknesses in many ways, conducting distance training of regional characteristic agriculture, conducting distance training according to the farmers’ different educational level and different technology needs, broadening farmers’ outlook, changing farmers’ ideas were put forward.

    Approach and practice of Climate-smart agriculture

    [Objective] “Climate-smart agriculture”(CSA) is agriculture that sustainably increases productivity, resilience (adaptation), reduces greenhouse gases (mitigation), and enhances achievement of national food security and adaptability of climate change.[Method]The review introduced the background, definition and approach of CSA, and presented the practice pattern and successful cases in the world. [Result] CSA is a kind of new agricultural development option. For this, necessary transformation should be made in current agricultural system through integrated soil, water, genetic resources and food value chain management. [Conclusion]China needs to promote the development of CSA on the basis of global experiences and its national conditions.

    In order to help users to quickly retrieve agricultural information, a multidimensional classification model of agricultural information was designed according to the new characteristics of the users’ demand for agricultural information. Then the multidimensional classification model scheme based on OLAP was also put forward from the perspective of information efficient storage and processing. Finally Hunan rape network information was taken as an example to collect experiment data and classify the correlative information to realize the storage structure of agricultural information classification based on OLAP. Experimental results showed that: (1) the improved multidimensional model of agricultural information classification could more effectively express the information collected randomly from agricultural network; (2) the dimensions of industry, time, region and form were objective, and the dimensions of information attribution, industrial chain and information content were subjective; (3) empty value “null” could be used to express the value when the information was not determined or there was no data in the dimension; (4) agricultural science and technology information had no data in time and space dimension. OLAP multidimensional agricultural information classification model designed in this paper could not only view relevant data from each dimension, but also extract data from different dimensions to analyze in depth, which laid an important foundation for personalized agricultural information push service. Realization of multidimensional agricultural information storage structure was necessary for data analysis and dimension optimization in follow-up agricultural information work.

    Abstract: As one of the advanced business modes, agricultural E-commerce is capable of solving sharp conflicts existing in the circulation of agriculture market in China. Agricultural E-commerce in China is in the initial stage of on-line agricultural commerce information service. In this article, PEST analysis tool of the competitive intelligence theory is used to analyze the current macro competitive environment of Chinese agricultural E-commerce from political, economic, social and technological points of view. The results indicated that, though there are disadvantages in our agricultural E-commerce industry in many aspects such as credit system and agriculture standardization, the basic hardware condition is already prepared. The primary obstacle that restricts agricultural E-commerce is the traditional ideology of the peasantry. The agricultural E-commerce enterprises should first realize the necessity of developing agricultural E-commerce, enhance its cognitive degree and help the farmers transform their traditional thoughts by utilizing our national agricultural policy.

    Comparative Research on Extensive Development for Poverty Alleviation and Sustainable Development Model in QinBa and Wuling Mountainous Areas

    The grain-to-green program and the concentrated extensive development for poverty alleviation are critical important measures for government to implement the western development strategy. Through the research on grain-to-green programs and poverty alleviation areas in Qinba and Wuling mountainous areas, the analysis points out that there are similar reasons causing the being poor and under-developed in two areas, which includes the systemic vicious spiral from natural ecology, local economy and human environment. Besides, the biased policies of local government cannot give enough support to such areas. Based on present situation of poverty alleviation in Qinba and Wuling, the research proposes that the increasing investment should focus on infrastructure construction and people livelihood undertakings in concentrated extensive poverty area at a national level. And from the local governmental level, it must combine with the actual situation to promote system innovation and overall planning well, which also needs better poverty alleviation strategies for regional environmental requirements. Specifically speaking, fiscal transfer payment, tax policy and special funds should be realized by the government, which could help to develop ecological tourism and unique localized agriculture. Therefore, new poverty alleviation model combining with economic benefits, ecological benefits and social benefits will realize the sustainable development in a social economical region.

    Advances in Ecological Compensation of Facility Agriculture in Tianjin

    The developing situation of the modern facility agriculture and corresponding policy measurements of agro-ecological compensation in Tianjin was overviewed. Regarding to the ecological environmental problem in the development of the intensive facility agriculture, learning from EU advanced environmental-friendly technical measures and successful policy management experiences, based on the demonstration and achievement of international cooperative projects between Sino and EU, Sino and Germany, policy suggestions, including to study on the agro-ecological compensation in the facility agriculture; to draw up agro-ecological compensation developing scheme of Tianjin and to set up special subsidy or fund of which, combined with coastal metropolis agro-characteristics, to perfect technical support system of facility agriculture agro-ecological compensation (FAAEC); to establish monitoring and evaluating system on FAAEC of coastal metropolis; to enhance farmers organized level, to promote industrial progress of the facility agriculture, was put forward to provide theoretical and practical reference for the Tianjin government.

    The rapid development of China's leisure agriculture. At present, the characteristics of the leisure agriculture farmers (farm musicians:“Nong Jia Le”) have developed to over 1500000, with a certain amount of leisure agriculture park to more than 12000, directly employing nearly 3000000 people, Napoleon 700 million passengers, operating income amounted to about 90 billion yuan(RMB). Have become agricultural and rural economic development one of the bright lights, shows a bright future will become China's characteristics and the modernization of agriculture and an important move to increase farmers. To deal with existing problems, we should make efforts to resolve the poor conditions of infrastructure, a shortage of qualified personnel, planning lagging, not prominent characteristics, management was not standardized, higher level of service is not the problem.

    Estimation and Evaluation of Non-point Source Pollution Load in Rural Living of Sichuan Province

    In order to know the current pollution status of rural living non-point source pollution in Sichuan Province, and provide the basis for the rural living non-point source pollution control, the author built estimate model of pollution load (household garbage, domestic sewage and human wastes) from 3 stages (generation, discharge and export) depended on the export coefficient model. Then the author estimated the total nitrogen (TN), total phosphorus (TP) and chemical oxygen demanded (COD) loads of rural living non-point source pollution in 21 cities of Sichuan Province with the established estimation model, and the total amount of loads and the proportion pollution were analyzed. At last, the author combined with the third grade of surface water standard of China (GB 3838—2002), calculated the into river contribution rates of TN, TP and COD, respectively. The results showed that the generation loads of TN, TP, and COD were 421070 t, 91122 t and 2023186 t, discharge loads were 120675 t, 26298 t and 419969 t and export loads were 44499 t, 5780 t and 142049 t, respectively. In Sichuan Province, Nanchong, Dazhou and Chengdu had the maximal generation and discharge loads, while Yibin, Nanchong and Dazhou had the maximal export load. In export progress, the contribution rates of TN, TP and COD into rivers were minor in Sichuan Province. However, the contribution rate of TN in Suining and Neijiang exceeded the third grade for 100%. The results showed that rural living non-point source pollution in some areas of Sichuan Province was very serious with the development of economy, and the control should be enhanced in the future. The method used in this study could offer reference to other areas for estimating the rural living non-point source pollutant load.
