摘要:

在中国人才评价制度体系中,职称制度是对专业技术人才评价和管理的一项基本制度,职业资格制度是在社会主义市场经济条件下建立起来的科学评价人才的一项重要制度。笔者在探讨职称与职业资格的概念和内涵、中国职称制度和职业资格制度发展历程的基础上,分析了职称与职业资格的异同,提出推进职称制度的改革完善,调整规范专业技术职务任职资格系列,完善评价标准,建立社会化评价机制,以及推进职业资格制度的法制化和规范化建设等,将有助于加速人才队伍的建设。

Abstract:

In Chinese talent evaluation system, professional title system is a basic system of evaluation and management for professional talents, professional qualifications system is a important system building under the condition of socialist market economy. The article discussed the conception and connotation of professional title and professional qualification, and the development process of professional title system and professional qualifications system, analyzed the similarities and differences between professional title and professional qualification. The article proposed it was conducive to accelerating the construction of talents team by promoting the reformation and perfection of professional title system, such as, adjusting the series of evaluation, perfecting evaluation standard, establishing the social evaluation mechanism in professional title system, and promoting the legalization and standardization of professional qualification and so on.
