Abstract: How to plan the development of urban and rural as a whole and optimize the land-use of urban and rural have become a focus again. This paper analyze the present situation of urban and town construction land, and bases on the investigate,statistical, analysis: economic driving mechanism on urban and town construction land as a whole in Henan province..Last, this paper point out the scale little, the land-use intensive lower, the land economic output lower, the land structure and distribution inreasonable of urban and town; and put forword that the main driving factor is the change of consumer demand, and social investment,the adjusting of industrial structure, the pattern of economic growth in Henan province
