土地储备成本控制方法研究

摘要： 土地储备是政府调控土地一级市场，合理利用土地资源，显化土地潜在价值的重要手段。如何控制土地储备成本，对提高资金利用效率，化解土地储备风险具有十分重要的意义。文章采用实证分析的方法论证了土地储备成本构成具有阶段性、资本密集性、多义性、可控性和区位性特点等，分析了储备资金来源与资金结构，储备机构组织能力和管理水平，储备规模，政策变化等因素对土地储备成本的影响。土地储备机构作为非营利性公营事业机构，应该确保国有资产增值保值，承担起成本控制的责任。在此基础上提出了明晰职责、控制好过程成本；合理利用储备期间闲置土地；灵活采取多种收购储备方式减少资金的占用；建立土地储备基金、提高自有资金比例等成本控制的主要措施和对策建议

Abstract: Land banking plays an important role in controlling land market, and developing reasonably land resources. As Non-profit organizations, the Center of Land Banking should keep enterprise State-Owned Asset increment, and take the cost control responsibility upon itself. The paper discussed the cost structure of land banking, the effect factors of cost in land banking projects, and analyzed the methods of cost control. Finally, the countermeasures on cost control were offered.
