Abstract: Tea is an important cash crop in Jiangsu, China. Since 1978,tea production has increased steadily while there are some problems such as poor quality and ineffective marketing system. The paper suggests that Jiangsu has a suitable environment and many advantages for wheat production. Finally, the paper put forward some policy suggestions for further development
