Abstract: This study randomly selected five town seven villages 380 households, surveyed their participation willingness of balancing between the increase and decrease of urban and rural construction land. The results indicate: almost all of the farmers said that if individuals or companies willing to transfer their land and the price is reasonable, they would be willing to transfer the land. Meanwhile, investigated farmers for the relocation willingness in the study area, as long as reasonable compensation for demolition, resettlement housing to solve farmers and social security issues, most farmers would be willing to relocate. Thus, balancing between the increase and decrease of urban and rural construction land is in line with the actual needs of farmers, conducive to promoting agricultural industrialization and scale of operations, improving farmers' production and living conditions.
