Pig Farmers’Use Behavior of Veterinary Drug and Government Supervision Strategy: A Case of Funing County in Jiangsu Province

Abstract: To enhance the accuracy of government supervision over pig farmers’use behavior of veterinary drugs and reduce safety risks of pig quality, characteristics of pig farmers who have negative behaviors of using veterinary drugs in pig breeding were analyzed by Multi-element Orderly Logistic model based on empirical investigation of 654 pig farmers in Funing County, Jiangsu Province. The results showed that poorly-educated and elderly male farmers who had small and medium-scale pig farms and more than 10-years-experience were more likely to use veterinary drugs in a negative way. Further analysis revealed that male farmers who had small-scale pig farms with more than 10 years of pig farming experience were more likely to make mediumrisk negative use of veterinary drugs, while farmers who had medium- scale pig farms with the same other characteristics were more likely to make high- risk negative use of veterinary drugs; and highly- educated farmers with better knowledge of prohibited veterinary drugs and related laws and penalties were more likely to use veterinary drugs safely or make low-risk negative use of veterinary drugs. Thus, male, poorly-educated farmers who had small and medium-scale pig farms and engaged in breeding for above 10 years should become the major objects of government supervision. The contradiction between relatively limited regulatory power and relatively unlimited regulatory targets in negative use of veterinary drugs in rural areas can be reduced with classified regulation and cracking down on illegal behaviors and violations against the regulation.
