Abstract: To give insight to the existing problems of biogas supply side reform and provide ideas for its reform, based on the spirit of “cutting storage, lowering cost and compensating shortages”, and taking market mechanism as starting point, characteristics of rural biogas stakeholders were analyzed from the perspective of government, subsequent public service system and market. Then reform focuses were proposed from the perspective of perfecting related policies, optimizing resources allocation, cutting ineffective supply and increasing effective supply. And the focus were as follows: insisting market guiding rural biogas construction, perfecting structure from supply side, and putting force from both supply and demand side. Though the above suggestions, rural biogas transformation and upgrading in the new era will be promoted.
