Abstract: Sichuan is a major agricultural province, the problems of non-point source pollution and resource shortage are particularly prominent. It is urgent to carry out the evaluation of agricultural circular economy. Based on the BPEIR conceptual model, and combined with the Delphi method (Delphi) and the main analytic hierarchy process (AHP), we screened 17 factors for comprehensive development index and obstacle analysis. The results show that Sichuan’s agricultural circular economy development index has an overall rising trend; the main obstacle factor affecting the agricultural circular economy in Sichuan is resource input reduction, single index obstacle degree of 6 factors is in an order of fertilizer use intensity, agricultural film use level, pesticide use level, the per capita arable land area, grain yield per capita, and cropping index. Combined with the research results, we put forward 4 suggestions: to grasp the good momentum, making out the local ecological agriculture development plan in accordance with the national policies; to focus on obstacle factors restricting the agricultural circular economy, strengthening weak links of resource input reduction; to enhance agricultural ecological resources protection, securing agricultural land area and promoting the productivity of farmland; to improve the training of farmers and cultivate new business entities, developing the profit mechanism of farmers’income.
