Abstract: Japanese sugar beet industry has international advanced level after more than 140 years’ development. Through the analysis of its effective management, it is found that high tariffs are collected on imported raw sugar to protect the Japanese sugar industry, the interests of farmers, sugar mills and consumers are taken into account to dertimine the sugar price, the transplantation technique of paperpot seedling is applied in sugar beet cultivation, mechanization is realized in the whole process of sugar beet production, sugar beet purchase price is determined according to the sugar content. Based on successful experience of sugar beet industry in Japan, the policies of the development of sugar beet industry in China are put forward.
