Practice and Reflection on Implementing the Reform of ‘Streamline Administration and Delegate Power’ in the Management of Agricultural Scientific Research Projects by Professional Institutions: Take Development Center for Science and Technology, MARA as an Example

Abstract:

With the deepening of the reform of ‘streamline administration and delegate power’ in the field of science and technology, new requirements are put forward for the management and service of scientific research projects. Taking into consideration of the practice and exploration of the professional organization in project management, we analyze the background and requirements of the reform of ‘streamline administration and delegate power’, summarize the experience and practice of professional institutions in implementing the reform in the management of agricultural scientific research projects, and on this basis, we put forward suggestions for further implementing the reform: understanding the essence of the reform, strengthening the ‘legal person responsibility’ of project-bearing units, focusing on the ‘setting a good orientation and position, strengthening innovation, cooperation and achievement transformation’ work for project implementation, enhancing the innovation of internal management system and mechanism of professional institutions, and exploring the measures of specialized and fine management.
