Abstract: Focusing on analyzing and researching the problem of the vacant in rural areas,types and the distributions of it,and then put forward some probing measures concerning it . To reinforce legislation publicity, and to transform farmer’s thoughts and ideology; to improve land plan program of rural dwelling place and further augment the construction of small-sized towns; to reform the census register system and find proper place for city farmers who are capable enough to be independent of rural land, and to establish for rural house site a paying use and transfer system.
