Abstract: Our country has actualize the Farmers’ small scale credit for 5 years, there were some problems which has happened in other loan, such as bad debt, moral hazard, industry risk, sterilitas credit investigation and credit grade, which increase the risk of credit unions’ loan, and make it more difficult of loan for farmers. It’s necessary to research the problem of farmers’ small scale credit on theoretical and practical innovatively in time. In this article, we have a study on the new financial entitative, it can not only reduce the risk of loan effectively, but also solve the problem of the difficult on loan for farmer and ameliorate the life of farmers to a certain extent. It can improve the rural financial entertainment and impulse the development of rural economics by the sane country credit insurance mechanism.
