Abstract: Through mountain location situation, climatic conditions, land resources, biological resources, environmental origin analysis, the author pointed out that Shangluo has the comparative advantages in the development of pollution-free or “green”agricultural industries. The author also pointed out the guiding ideology for the development ,basic principles, objectives and direction of work against the development and the existing problems, and went further into the completed production base, a property development, a leading enterprises and social services response improvement.
