Abstract: Service gap and population mobility are very important factors to promote equalization of urban and rural basic public services. This paper discusses the effect of increase of population mobility on equalization of urban and rural basic public services on base of calculating and analyzing changes in gap of urban and rural public finance expenditure, basic education and medical services. Comparing technology roadmap of equalization objective of urban and rural basic services through population movement to public financial expenditure, the paper gives a suggestion of ensuring that every one can get lowest level public service by public financial expenditure and accelerating equalization process by population movement.
