Abstract:

In order to analyze specifically the investments status and requirements status of ensuring funds in central-level agricultural research institutions, using literature analysis and quantity analysis, this paper compared the differences among funding structure, actual expenditure structure and demanding structure of three academies in 2006, 2007 and 2008. The results showed that the funding guarantee of central-level agricultural research institutions was seriously insufficient, investments structure was unreasonable, and there was a big gap between funding requirements and funding investments, which had become bottlenecks in agricultural scientific and technological innovation. Hereby, the author put forward that national finance should be established on dominant investment position, the investment amount should be increased in a significant degree, the proportion of the basic expenditure and project expenditure should be adjusted adequately, and the endowment medical system should be improved.
