Abstract: To fully understand the development history of rural public culture service policy and promote its system construction in China, the paper reviewed the decision making and implementation of rural public culture service in China from 1979 to 2015. The results indicated that: the promulgation and implementation of rural public culture service policy had experienced 3 stages as beginning, exploration and deepening; the rudiment of policy came into being in the stage of beginning and the outline gradually appeared in the exploration stage, and in the deepening stage, the policy system formed basically. The detailed analysis of rural public culture service policy from the perspective of implementation background, status, characteristics and influences is of significance to the construction and development of rural public culture policy system.
