Abstract: As the agent of the town government, the village committee shouldered heavy responsibilities in the implementation of rural minimum living security policy. But loopholes appeared one after another in the process. To solve the problem of unfair rural subsistence allowances, characteristics of rural minimum living security and problems in the implementation of the rural minimum living security were analyzed. Advantages, weaknesses, challenges and opportunities in implementation of the rural village of subsistence were investigated. Then the SWOT model was optimized by using qualitative and quantitative SWOT analysis. The results showed that village committee had significant internal strengths and external opportunities in implementing the rural minimum living security policy. So the growth-oriented strategy combining the internal strengths and external opportunities was needed to be the main direction of development. But the presence of the internal disadvantages and external threats should not be ignored, so the reverse and defensive strategies were also needed for promoting the village development. Analysis methods and findings used by this research have practical significance for improving the implementation of rural minimum living security.
