Abstract:

The purpose is to evaluate the effect of patent pilot work on the scientific and technological innovation of agricultural research institutions in China. Taking Fishery Machinery and Instrument Research Institute, Chinese Academy of Fishery Sciences as the research example, we systematically combed the scientific and technological innovation situation of the institute after the patent pilot work through PatSnap platform, questionnaire survey and bibliometric method. The results showed that the degree of patent recognition of the staff in the institute was improved significantly. The number of patent applications and grants increased by 30.54% and 17.12%, respectively, and the breakthrough of zero in international patents was achieved. Besides, the number and amount of patent conversion grew by 400% and 328.57%, respectively. Significantly improved technology distributions were A, B, and G of IPC categories. Cooperation patent applications and cooperation institutions increased by 57.14% and 60%, respectively. In addition, patent training was valued with diversified and practical content. It is suggested that communication and cooperation among the pilot units should be increased in the future, and the post-evaluation of patent pilot work should be highlighted, so as to explore the full advantages of patent pilot work.
